
Mobile County has achieved a major milestone in road construction, thanks to the award-winning work of APAC Alabama. The Tanner Williams Road widening and reconstruction project has been honored with a Quality Pavement Award from the Alabama Asphalt Paving Association (AAPA), recognizing APAC Alabama’s excellence in asphalt construction across the state.
“We take pride in the work of our engineering team and partners. Receiving an AAPA quality award for a project of this size and complexity confirms that Mobile County is setting a high standard in road construction,” said Commission President Merceria Ludgood.
This two-mile project transformed Tanner Williams Road from Zeigler Boulevard near Faith Academy to Snow Road, expanding a two-lane road into a five-lane road designed to handle growing traffic safely and efficiently. Improvements included a new five-lane bridge with a pedestrian walkway, a center turn lane, sidewalks, upgraded traffic signals, intersection lighting and an improved closed drainage system.
AAPA awards are reserved for projects that demonstrate distinction in asphalt pavement construction, including smoothness, durability, workmanship and overall performance. Only 20 projects across Alabama earned recognition in 2025, making this achievement especially notable. The award recognizes the quality of the asphalt work completed by APAC Alabama and was presented by the AAPA on Dec. 12. Mobile County Commissioners formally recognized the project team for this accomplishment during their Dec. 22, Commission meeting.
The project is in its final stages before being added to Mobile County’s road inventory. APAC Alabama led the asphalt pavement construction for the Tanner Williams Road widening and reconstruction, working in coordination with Mobile County Engineer Kim Sanderson and Construction Engineering Manager Johnny Harper. Frank Turner Construction served as the contractor, with Volkert providing design and construction engineering/inspection services and Southern Earth Sciences handling geotechnical engineering. The project was funded through Mobile County’s Pay-As-You-Go (PAYG) Transportation Improvement Program, the Capital Improvement Program, the ALDOT Public Road and Bridge Fund and Rebuild Alabama.
Mobile County’s PAYG program has provided more than $1 billion for local road and bridge projects since 1977, consistently approved by voters without adding new taxes or debt.
